from prolonging Sir F. T. Piggott's period of service, this is

undesirable because it is intended that the new edition shall

be made effective as soon after the 1st. January, 1912, 8.8

possible.

I, therefore, sincerely hope that a

decision as regards the Companies Ordinance may be arrived at

with the least possible delay. If a final decision can be

arrived at in regard to the one question of "Shanghai Compani-

(and I learn privately from Mr. W. Rees Davies that agree-

-ment between himself and His Honour Sir H. de Sausmarez on

this point is now in sight) I submit that the Ordinance as

submitted to you, but with any necessary alteration in regard

to Shanghai Companies should be printed in its place in the

Revision and any matters in which it may need alteration can

be dealt with by an Amending Ordinance which can be passed as

nearly as possible simultaneously with the issue of the new

edition of the laws.
